I am completely lost by this pattern for several reasons. If anyone has any suggestions, I'd appreciate it. 

You're supposed to cut the fabric for the "outside" of the bag 15x22, then fold in half, making it 15x11.

The "inside" of the bag, is supposed to be a bit taller, so you cut 21x32, then fold in half to get 21x16.  16 inches of bag is somehow supposed to fit inside of 11 inches of bag.

The finished measurements for the bag are 16x14...and I don't see how you get that from those measurements. The top of the lining gets folded to the outside to make a top border, so I can see where the 21 and 15 line up, but not the 11 and 16.

15x11 also looks wonky, and not the proportion I'd want for a bag.

Addition: it tells you to turn the bag right-side out, when it was never inside out.  They have you sew the two pieces together with the lining inside of the outer part, but I'm wondering if it's really supposed to be the other way around...
